About Tom Christopulos

A Leader in Economic Development

Tom Christopulos has led Ogden City’s economic development for the past ten years where he now serves as Director for Community and Economic Development. During his tenure, the City received national and international recognition for economic development activities and achieved over $1.5 billion dollars of new commercial construction. Much of that was accomplished during the recession of 2007.

Tom has developed significant strategic economic programs for business attraction, community capitalization, and small business funding. He has pioneered the creation of a program that aids small and emerging businesses. In addition, innovative housing programs were designed by Tom to redevelop the central business district furthering Ogden's economic resurgence.

During his tenure, Ogden City has produced gross employment gains of 7,500 jobs from 2007-2013 — among the largest in the United States per capita.

Entrepreneur

Tom's career has spanned both small business, entrepreneurial development and community economic development for over 30 years. In addition to his public sector employment with Ogden City, he was founder of Singleedge Inc., a data center built in 2001 which was acquired by Via West in 2010. His early interests in business formation and development began as an investment analyst whose primary business areas were ethanol production, audio metrics, auto-related retail development, and synthetic diamonds.

Education

Tom Christopulos graduated from Brigham Young University with a Bachelor of Science degree in international relations and German. His master’s degree was obtained from Pepperdine University in organizational development.

He was one of the founders and first president of the Utah Alliance of Economic Developers and is one of only four certified economic developers in the state of Utah (ECd) .


Achievements in Development:

  • 2014-2015: 32 companies recruited, 15 business expansions, 1,005 new jobs, $57.5 million new construction value, $26 million new sales tax revenue
  • 2014-2015: Redevelopment projects, including: Ogden Business Exchange, reclamation of old stock yards Riverbend reclamation project of Ogden River and surrounding home sites 
  • 2012-2014: Directly facilitated the creation of over 30 major projects in the City of Ogden, generating over $150 million dollars of new property taxes, and sales tax revenue increases of $2 million

  • 2012-2014: 1,988 new jobs; $50.8 million in new property value and $195,000 potential property tax increase to Ogden City; $72.5 million in new property tax revenues and $725,000 sales tax revenue to the city

Partnerships:

Tom knows how to make partnerships happen. Take a look at his work:

  • Led the initiative for development of Ogden City’s schools first STEM magnet school. This was successful in advancing the redevelopment strategy for the Ogden east central area temple district.

  • WSU Downtown/Startup Ogden integrated education into an idea incubator

  • Partnership with Ogden City School District on successful $300,000 grant from the STEM Action Center to implement the SOAR into STEM program, which will bolster STEM career readiness

  • Support for Utah Cluster Acceleration Partnership grants to the Ogden-Weber Tech College (Nondestructive Inspection training) and Weber State University (Production Control and Automation equipment and program) Support for GOED’s STEM Action Center and related initiatives
